   your almost there, you are right of course, ok, you don't want to drill a hole in the table, you place the wood on the table first like you mentioned, then the brass on top, but you must drill a pilot hole say 1/4 dia, cant tell you what speed, but not to fast not to slow, you will know when you start drilling slow hand feed, make sure the lips of the cutting edges of the drill are broken, (cutting edges have flats ground on), look forward to the results, good luck,

How about a hole saw?  (sacrifical wood underneath) or a hole punch, step drills already mentioned.

yes, I'm surprised you didn't mention cnc, or rotary table, or lathe face plate, or did you mention cnc?,

    yes, GarethBell did, he actually sent a website giving a nice photo of one, always found that operation a little scary especially fairly big holes, fine feed and no slack in the z axis, and stand back as far as you are able, that's how it effects me,
